SENIOR SCIENTISTS’ CLUB
A Proposal by the

Confederation of Scientific and Technological Associations in Malaysia (COSTAM)
submitted to the

Ministry of Science, Technology and the Environment Malaysia (MOSTE)
on 28 February 2001

SENIOR SCIENTISTS’ CLUB

The Rationale

Scientists and technologists in the government service, statutory bodies and the public universities and colleges, retire at the age of 55. Some of them, usually those in the universities, may be extended for another few years. Those in the private sector also suffer the same fate; they are asked to retire at the age of 55. There is no doubt that many of these retirees are still active after their retirement. Some are gainfully employed and others continue to serve society in other ways. But the majority are not making use of their experience and expertise in science and technology in their new roles after retirement.

The Confederation of Scientific and Technological Associations in Malaysia or COSTAM, being a confederation of 31 science and technology organisations in Malaysia representing some 30,000 scientists and technologists in all disciplines of science, medicine and engineering, opines that these retired scientists and technologists can still contribute actively in their areas of expertise. Not making use of their knowledge and experience will mean a great loss to the country.

COSTAM would therefore like to propose the following to the Malaysian Government:

  1. To propose to the Government to extend the retirement age of scientists and technologists in the public sector to 65.
  2. To establish a Senior Scientists’ Club (SSC) to recruit all the retired scientists and technologists to do consultancy and project work based on their areas of expertise, thus still contributing actively to the development of the country.

The Senior Scientists’ Club

Objectives

The Senior Scientists’ Club or SSC, as proposed by COSTAM, will comprise a group of retired scientists and technologists registered with COSTAM. The objectives of forming the SSC are as follows:

  • To gather all the retired scientists and technologists together to provide consultancy and undertake projects from both the government and the private sector
  • To assemble a database based on the expertise of these scientists and technologists and make available to the government and the industries for their uses

Membership

Membership of SSC will be open to all retired scientists and technologists in Malaysia. Memberships are also open to Malaysians working overseas but wish to retire in Malaysia.

Secretariat and Finance

There is no membership fee to the SSC. COSTAM will support the establishment of the SSC in the earlier years. COSTAM will also apply to the Ministry of Science, Technology and the Environment (MOSTE) for financial support on the establishment of the Senior Scientists’ Club.

After the formative years, SSC is expected to support itself.

Financial Support from MOSTE

COSTAM will like to apply for the following from the Ministry of Science, Technology and the Environment:

  • An office space of about 1,500 sq ft at the National Science Centre to be used as the Secretariat of the Senior Scientists’ Club
  • A Grant of RM 20,000 to equip the Secretariat with the basic secretariat and communication facilities such as office furniture, facilities for meeting, computer systems, telephone, facsimile and e-mail facilities, etc.
  • A Launching Grant of RM 10,000 to get the SSC started in 2001 with one staff serving the SSC Secretariat.
  • An annual grant for five years starting with RM 30,000 in 2002, and decreasing by RM 4,000 every year in subsequent years. (This is based on one staff serving the SSC Secretariat with a monthly salary of RM 1,500 and a monthly operating expenses of RM 1,000)

We hope that the Ministry of Science, Technology and the Environment will consider our application for financial support favourably. We are sure that SSC will contribute to the further development of this country, especially in science and technology, and will boost productivity in both the to the further development of this country, especially in science and technology, and will boost productivity in both the government and the private sector.
